I don’t know how one would tap into fiber cables. I can understand standard copper cables, though. Like the ones we tapped leading to the Soviet Naval Base (Murmansk maybe?)
Murmansk and a whole lot of other Soviet ports. It sometimes produced some really high quality intel too.
