And Italy probably considers Giuliani an Italian citizen, even though he’s never been there.

OOPS: Giuliani was 2nd generation (meaning the GRANDchild of immigrants). IIRC, Italy regards the children of Italian immigrants born to be Italian citizens, even if they’ve never set foot in Italy.

Panama does consider McCain a Panamanian citizen.

True, when I was active duty, I several friends with kids born in Spain, they had dual citizen ship until their twenty first birthday there then. Don't know what the case is now. It should also be noted that active duty military were told before and were required to sign off on the citizenship problem before they were allowed to take their wives to foreign countries.
