Seems like a good plan to me (depending of course, on how they implement it). Diesel used to be rubbish compared to internal combustion but the new turbodiesels are much better.

I believe most of the limo companies buy older cars, re engine them and update the interior if necessary then run them for 100,000 miles or so. Much cheaper than buying new. Bloomberg will be putting most of them out of business with this, but then that’s what socialists do best.

Notice that the proposed rules don’t apply to private limos... So the bigwigs who have their own don’t have to worry about it, but those who rely on airport pick-ups and wedding or prom business have to cough up the cash for the more expensive cars...

Just because 9 out of 10 environmentalists are left wing wackos doesn’t mean the city of New York does not have a problem with pollution, noise, and excessive waste. Now are we going to do something about it, or choke in the car fumes and continue paying the Saudis untold billions that they can pour back into muslim destabilisation efforts?
Those opposed to regulatory efforts like Kyoto often argue that improved technology is a better way of solving environmental problems. I agree. Here’s the technology. Are we going to be so blinded by doctrine that we refuse to take advantage of it? If we do refuse, it’s going to be much harder to oppose Kyoto (or its successor treaties) in the future. And there will be other treaties...
As for “proper role of government” well the government decrees how fast you can drive your car, where you can drive your car, it even provides most of the roads the car drives on. Are those proper roles of government? If the city owns the roads, and these vehicles are licenced by the city, then surely the city can decide what vehicles get licenced, not so?
