Does SEPTA have special rules banning concealed weapons? How 'bout Philly generally?
There is a solution to this problem ... it involves a few dead thugs.
The rules are different for Philly. That was the only way to get “shall issue” passed for the rest of the state.
Was this crime committed in view of others? If so, why did no one help?

The news of youths roaming the transit system in Philadelphia was in the news long before this poor guy was killed. The new police chief and transit police were well aware of the roaming thugs. Bernerd Getz took care of business in NY. Obviously the police are unable or unwilling to protect innocent citizens. There may be one answer. License to carry.
SEPTA can issue all the rules they - MY LIFE AND MY RIGHT TO DEFEND IT trumps their rules.
Period.
