He can speak sternly as John Paul did but I’m afraid he won’t take the necessary actions against the dioceses that allows this crap. The Vatican is afraid of a split.
Many of the colleges that have this problem are those run by Religious orders, such as the Jesuits. They are not Diocesan, so the local Bishop can’t govern them, and I don’t think the Pope can either. He can only proclaim that they are NOT truly Catholic.
