The funny part is that El Paso has a fence. They must be going around it.
What is not mentioned but eluted to in the article is that few if any of the children belong to the mothers.
It is widely known that some mothers in Juarez will rent out their infants to these beggars. It works as a form of child care for the real mothers when they are at work and they receive a little extra cash in the process.
But the border is a dangerous place particularly for infants. The have to run the gantlet of smugglers, bandits, Mexican cops, Border Patrol Agents, the Rio Grande River and vehicle traffic.
They are not doing the kids any favors by ignoring this problem. The kids should be put into protective custody and force the Mexican Consulate to come pick them up. It will dry up the next day.
El Paso does not have the type of border fence specified in the Secure Fence Act.
