High oil prices are most of the reason, but limited refinery capacity is another part. Of course it's hard to see how government efficiency is going reduce refining costs or produce more gasoline.

I think the democrats are angry with the oil companies because the oil companies made a pre-emptive spike in retail prices to get the jump on the "global warming fuel tax" that they see coming. Now the guvment cant spike fuel with a "save the earth tax" for quite a while because the retail price is maxxed out
