Yes, it appears so — but it gets a little iffy, since Obama’s Mother was 18 when he was born, so technically she didn’t meet the requirement of residing in the US for 5 years after age 14 — but, as I said, this could be just a technicality.

My husband’s former brother-in-law was born in Cuba, while his father was stationed there with the state department, during WWII. His parents never applied for his citizenship, that is they never filed the necessary papers, though just a formality, so he never had to register for the draft. He, thus avoided service during the Vietnam war. He votes regularly, though.

The Constitutional requirement is that to qualify, a person must be a "natural born" citizen. The citizenship statutes have no bearing on the question.
He also has a real Citizenship issue. If he didn't do a naturalization proceeding, and if he was in fact born in Kenya, he isn't a Citizen either because his mother flunks the five years after age 21 requirement.
