Yeah, me too. Expect it to continue to allow individual states to ban it in waters off their coasts. Which, if so, will mean that we still can't go after a lot of oil. Like the dipwads in CA & FL. Although I'd like to know what right FL has to say anything about drilling 100 miles out.
It seems like states rights only mean anything to the congress when it benefits them and allows them to slink out of a problem.
