oh please. this is about folks shouting/disturbing on their cel phone during a flight in normal circumstances. Passengers can already use their phones in extraordinary circumstances like being parked on the tarmac during a ground hold and engine shutdown.

That should be airline regulated though. Congress should stay out of it.

I think it's rude to go to a restaurant where women are laughing and shrieking and talking so loudly that you can't even hear people at your own table. I usually just move but hey ...it's annoying. Maybe Congress can pass a no talking while eating law.

Why is a cell phone conversation any more disturbing that a boisterous conversation between 2 or more people?
