From the Charlotte Observer article......

With unmarried couples, California State law requires both parents to sign a “Declaration of Paternity” form prior to the father's name being put on the birth certificate. If the father is not present, his name may be added to the birth certificate at a later date after proper forms are obtained from the Department of Vital Records.

Odd how Young publicly states he's the father, but has failed to do this. Also, it's strange (NOT an attempted thread hijack) the Charlotte Observer was able to obtain a birth certificate for this baby, but all other media outlets cannot verify Obama's.

That is because, "conveniently", Hawaii is one of only four states that require the consent of the subject to obtain the cert.
