The actions of TSA’s behavior detection officers (BDOs) on Aug. 4 led to four arrests and one detention in 24 hours.

At Oakland (Calif.) International Airport, a passenger’s suspicious behavior caught the attention of a BDO who referred the passenger for secondary screening. There, transportation security officers found what was later confirmed to be heroin. The passenger was arrested for possession by local law enforcement.

In Atlantic City, N.J., a passenger’s suspicious behavior again led to additional security. This time, the passenger’s passport lacked proper documentation. With the help of TSA and Customs and Border Protection, local law enforcement determined that the passenger was a fugitive and in the country illegally. The passenger was detained pending federal charges.

Meanwhile, at Milwaukee’s General Mitchell International Airport, a BDO referred a passenger to secondary screening. In this case, the passenger was trying to travel through the airport with someone else’s driver’s license, credit card and insurance card. He was arrested by local police for possession of stolen property.

Back on the East Coast, BDOs at a Washington Dulles International Airport checkpoint ordered more screening for a suspicious passenger. His possession of three Social Security cards, someone else’s California driver’s license and two employee authorization cards led to his arrest on a state charge of fraudulent documents.

And at Albuquerque (N.M.) International Airport, a BDO stopped a passenger who was carrying two driver’s licenses from New Mexico and one from Arizona. Law enforcement confirmed all three were fraudulent, for which she was arrested.

The BDOs’ quick action and collaboration with local law enforcement brought several layers of security to bear on individuals trying to circumvent security. While easy to navigate for the common passenger, this layered approach is difficult for criminals and potential terrorists to defeat.

OTTAWA - The Honourable Peter Gordon MacKay, Minister of National Defence and Minister of the Atlantic Canada Opportunities Agency, issued the following statement today:

“In light of the current situation in Georgia, and after consultation with our American allies, we agreed that it would be inappropriate to go ahead with Exercise VIGILANT EAGLE, a planned combined NORAD-Russia military exercise that was scheduled to begin August 20, 2008.

We will assess participation in future such exercises as the situation evolves.

The Government of Canada’s position on hostilities in Georgia was clearly stated by the Prime Minister and the Minister of Foreign Affairs. I join with them in calling for Russia to fully respect the terms of the cease-fire and respect Georgia’s sovereignty and territorial integrity.

We sincerely hope for an end to these hostilities, and for the safety of the civilian populations affected by this crisis.”

JAFFA, Israel – A Palestinian Authority-allied university funded in part by the United Nations dedicated its graduation ceremony to one of the most infamous Palestinian terrorists, WND has learned.

The Al Quds Open University dedicated the ceremony last weekend at a major campus in the West Bank city of Qalqiliya to the memory of female suicide bomber Dalal al-Mughrabi, who led an attack in March 1978 that killed a total of 36 Israelis.

According to a faculty member who helped lead the graduation, the master of ceremonies announced the year’s graduation cycle was dedicated to the “hero” Mughrabi, who planned and led an attack in which she and 10 other Palestinians infiltrated Israel by sea, landed on a beach, killed an American photographer and then hijacked and blew up a crowded bus.

Mughrabi long has been glorified as one of the most important “martyrs” in Palestinian society. Official PA institutions, such as girls’ schools and police training camps, bear her name. Songs and poems in her honor are routinely broadcast on PA television and radio.

ICE dismantles Orange County counterfeit document mill
Anaheim Police Department aids in bust netting variety of counterfeit documents

SANTA ANA, Calif. - Five Orange County men made their initial appearance in federal court here this afternoon to face federal charges stemming from their role in a scheme to produce and sell counterfeit identity and immigration documents out of an Anaheim video store.

The five suspects were arrested yesterday by U.S. Immigration and Customs Enforcement (ICE) agents and officers from the Anaheim Police Department. The arrests follow a far-reaching undercover probe by ICE with substantial assistance provided by investigators from the Social Security Administration’s Office of the Inspector General. In addition to the arrests, investigators also executed search warrants yesterday at DJ’s Video, located at 632 W. La Palma Ave. in Anaheim, Calif., and at an Anaheim residence at 921 N. Clementine St.

The defendants, all Mexican nationals who are in the United States illegally, are: Luis Rosas, 32, of Anaheim; Guillermo Ramirez-Yanez, 43, of Anaheim; Geraldo Reyes-Reyes, 40, of Fullerton; his son, Jose Albert Reyes-Garcia, 19, also of Fullerton; and Marcelo Macias-Alejo, 37, hometown unknown. The men are each charged with producing false identity documents, a violation that carries a maximum penalty of up to 10 years in prison.

According to the affidavit filed in the case, the defendants met their clients at DJ’s Video to determine the clients’ needs and collect payment. The defendants would then send a “runner” - or, in this case, a bicyclist — to the Clementine Street residence to deliver the clients’ information to the document makers who would create the counterfeit documents. Investigators say the ring was charging customers up to $70 each for a “set” of documents that included a counterfeit Social Security card and counterfeit permanent residence or “green card.”

At the residence and video store, ICE agents seized counterfeit documents, as well as computers, printers, digital cameras, a laminating machine, and $1,000 in cash.

“Targeting counterfeit document schemes like this is an enforcement priority for ICE,” said Robert Schoch, Special Agent in Charge for ICE investigations in Los Angeles. “Those who sell phony documents are putting the security of our communities and even our country at risk. Documents like these could be exploited by dangerous criminals and even potential terrorists to obscure their identities and cover their tracks.”

ICE agents have previously targeted document vendors operating in and around the strip mall where the video store is located. A former investigation in 2005 resulted in the arrest and conviction of three document vendors operating out of a business in the same shopping center.

Charter is only second ICE removal flight to Indonesia

SEATTLE - In a chartered flight that originated here Tuesday, U.S. Immigration and Customs Enforcement (ICE) returned a total of 106 immigration violators to Indonesia and two other Southeast Asian nations, marking only the second time the agency has carried out a such a flight to Indonesia.

ICE Detention and Removal Operations (DRO) coordinated the flight that returned 49 Filipinos, 44 Indonesians and 13 Cambodians to their respective countries. The group included 98 males and eight females. These individuals came into ICE custody from locations throughout the United States and were housed at various detention facilities across the country before being transported to the Northwest Detention Center in Tacoma, Wash., shortly before the flight.

Forty-six of those removed had been convicted of criminal offenses while living in the United States. The convictions included felony drug trafficking and possession, child abuse, sex crimes, aggravated assault, weapons possession, identity theft, stalking and burglary.

“This year ICE expects to remove a record number of immigration violators from the country and charter flights like this are helping us to achieve those gains,” said Jim Hayes, acting director of ICE detention and removal operations. “The United States welcomes law-abiding immigrants, but foreign nationals who violate our laws and commit crimes in our communities should be on notice that ICE is going to use all of the tools and resources at its disposal to find you and send you home.”

ICE officers and medical staff with the Division of Immigration Health Services accompanied aliens on the flight along with consular officials from the destination countries.

ICE routinely uses special air charters to transport aliens who have removal orders. Staffed by DRO officers, these air charters enable the agency to repatriate large groups of deportees in an efficient, expeditious, and humane manner.

During the first 10 months of fiscal year 2008, ICE removed more than 235,000 individuals from the United States, including more than 74,000 who had criminal histories.

50 Minnesota gang members, associates and immigration violators arrested during ICE-led operation

BLOOMINGTON, Minn. - U.S. Immigration and Customs Enforcement (ICE) agents - in partnership with local, state and federal law enforcement officers - arrested 50 gang members, gang associates and immigration violators in the greater Twin Cities area during a two-week operation that ended Friday. This is the latest joint action of an ongoing national ICE effort to target transnational gang members called “Operation Community Shield.”

Of the 50 arrested during this operation, 35 are gang members; seven are gang associates. They represent the following 10 area gangs: Mara Salvatrucha (MS-13), Sureño 13, Vatos Locos, 18th Street Gang, Murda Gang, Somali Outlaws, We So Krazy (WSK), Gangster Disciples, Bloods, and Native Mob.

ICE agents also arrested eight illegal aliens with no known gang affiliation who were encountered during the targeted arrests. Thirty-eight of those arrested are illegal aliens and have been placed in deportation proceedings. They include aliens from the following countries: Mexico (29), Honduras (6), El Salvador (2) and Ecuador (1).

Participating law enforcement agencies also arrested 10 U.S. citizens and two U.S. permanent residents (”green card” holders) on various state and federal charges, including: possessing weapons, possessing illicit drugs, and criminal traffic offenses.

Twelve of those arrested had previous convictions which included: assault, possessing illicit drugs, damage to property, burglary, disorderly conduct, and drunken driving.

The multi-agency operation, which began July 28 and ended Aug. 9, targeted transnational gang members and associates in the Twin Cities metropolitan area. This ICE-led operation was conducted in partnership with the Metro Gang Strike Force. Other participating agencies included: Brooklyn Park Police Department; Richfield Police Department; the Minnesota State Patrol; the Minnesota Bureau of Criminal Apprehension; and the Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF).

“Street gangs pose a growing public safety threat to communities throughout Minnesota,” said Claude Arnold, special agent in charge of the ICE Office of Investigations in Bloomington. “This operation shows how ICE works with our law enforcement partners to disrupt and dismantle these criminal organizations.” Arnold oversees a five-state area, which includes: Minnesota, Iowa, Nebraska, North Dakota, and South Dakota.

“Everyone is finally realizing that no law enforcement agency can successfully address the gang problem alone,” said Jim Heimerl, assistant commander of the Metro Gang Strike Force. “Together, we can make a positive impact on community safety.”

Most of the arrests were made in Minneapolis and St. Paul; however, arrests were also made in the following local cities: Richfield, Brooklyn Park, Brooklyn Center, Crystal, Maplewood, Columbia Heights and West St. Paul.

Three of those apprehended have been referred to the U.S. Attorney’s Office in Minneapolis for criminal prosecution - two for re-entering the United States after having been deported, and one for possessing a controlled substance. It is a felony to re-enter the United States after being formally deported, punishable by up to 20 years in federal prison.

These arrests were made under an ongoing national ICE initiative called “Operation Community Shield,” in which ICE partners with other federal, state and local law enforcement agencies to address the significant public safety threat posed by transnational street gangs. Partnerships with local law enforcement agencies are essential to the success of the initiative, and they help further ensure officer safety during the operations.

Since ICE began Operation Community Shield in February 2005, more than 10,000 gang members belonging to more than 700 different gangs have been arrested nationwide. More information on Operation Community Shield is available at: www.ice.gov.

Coalition operations hit bombing networks (Baghdad)

BAGHDAD – Coalition forces detained eight suspected terrorists in central and northern Iraq Friday while targeting operatives involved in al-Qaeda in Iraq bombing networks.

Coalition forces in Baghdad captured a wanted man with suspected ties to several AQI networks, including foreign terrorist facilitation and bombing cells. He is also believed to associate with longtime AQI leaders, some of whom were detained in 2006.

Using information from an operation Aug. 9, Coalition forces detained six suspected terrorists in Mosul, including a wanted man. The wanted man is allegedly associated with financial support for terrorists in the city.

In Bayji, about 160 kilometers south of Mosul, Coalition forces detained one suspected terrorist while targeting members of a bombing cell known for attacking first responders.

Police Hold Nuclear Training Exercise in N.Y. Harbor

NEW YORK (AP) — Police, fire, Coast Guard and Port Authority officials are among those working on a nuclear training exercise in New York Harbor.

Steve Sandberg Reports

New York Police Department Commissioner Ray Kelly says crews will try to detect a nuclear device on a vessel headed into the harbor on Friday. The crews will use equipment received from federal authorities to combat terrorism. The device used Friday will be harmless.

The exercise will last about six hours. More than 100 people will be involved.

The exercise is among the largest collaborations among agencies in the area, including police from Perth Amboy, N.J.

Police Commissioner Raymond Kelly says these types of anti-terrorist exercises are conducted regularly but this one may be the biggest in terms of the number of other agencies that are participating.

Officials say there are seven choke points in the city and three are being tested Friday: the Verrazano Bridge, the Outerbridge Crossing and the George Washington Bridge.
