Biden reportedly commutes from DC to Wilmington by AMTRAK; saves on chaffeur and gas. So, by untilizing one of the worst managed government funded operations, he prospers, personally and politically. Then, he also can tap his unused campaign funds for offices in each of his homes, and on and on.
I think that may be one reason for the Bill Sammon addition. He may Be Britt II for years to come, kind of a stealth model.
Remains to be seen; a lot can happen in 2 months and Dems are easily swayed. Still, even a small percentage of 18 million is a huge number!
He might as well have picked Tony Rezko for a running mate, for all the good it'll do.

Actually, if you want to get technical, Delaware does border Virginia but only in a small area.

As a Marylander who has just finished reading two books about the Mason-Dixon Line I cant imagine Delaware touching Virginia anywhere.
The Eastern Shore of Maryland definitely divides those two states.

Fox news reporter said the Virginia SHOE IN for the senate is going to speak and the reporter also said the larger democrat majority in congress as if it was a dead certainty.
