On Concurring in Senate Amendment With An Amendment BILL TITLE: To amend the Internal Revenue Code of 1986 to provide earnings assistance and tax relief to members of the uniformed services, volunteer firefighters, and Peace Corps volunteers???????

Could someone explain the bill's title:

Apparently the Bailout Bill was to be attached by this amendment to another (presumably unopposed) piece of legislation that was already in the hopper. I got the link through the C-Span website's frontpage coverage of the vote.
