The hospital submits the birth to state.To get a passport you submit to the state and they issue an official birth certificate that is on record.If you were born at home you submit baptismal certificate.That's here in Pa.

True, but in the 60’s, to a Hawaiian staff at the hospital, a white mother with a mixed baby may have set off some native flags.

If his umbilical cord stump indicated he was older than, say, three days, how could you possibly, as hospital staff, certify he was born in Hawaii?
