Actually... many states have laws that regulate many aspects of credit in general (including credit cards). Arkansas banks have some of the lowest interest rates on credit cards in the nation - why? Because Arkansas law sets a limit on interest rates banks operating in Arkansas (based in Arkansas) can charge. Of course, those accounts are a lot more difficult to get than one from a bank in NV or DE.

I hate to say this, but as a long time political junkie, I can catagorically state that MOST debates are boring rambles with ideas in shambles...

That being stated, if you’re looking for excitement in a political debate, replay Biden-Palin. Otherwise, you’re usually out of luck.
