That's the first thing that entered my mind even as I read just the headline.

They're purposely setting the bar extremely low and attaching it to only to Bush (obviously overlooking Congress' abysmal approval ratings) so ANY action taken by Obama would then be registered as an 'approval'

And they wonder why people are so cynical about the press. Hell, at least the Washington Post came out yesterday and admitted they were in the tank for Obama.
