Maybe they should study the mass immigration from the Arab world. That is probably well into the red.

The problem with Western Europe was that, when they started their industrial expansion in the 60s, Eastern Europe was still behind the Iron Curtain. No immigration from Eastern Europe could be expected. So, instead of going for quality, they went for trashy quantity.

This is not to accuse Europe of stupidity, because the same erroneous thinking took place across the Atlantic.
