The House did just that back in ‘84 with the 8th district in Indiana. They refused to seat the Republican winner, who had been certified as the winner by the Indiana Sec. of State. The House did it's own “recount” and fixed things so the ‘Rat candidate “won” by all of 4 “votes”.
