It seems to me that the Secretaries of State are the ones who should be ensuring that the candidates on any given ballot are qualified.

LOL, I’m sure they could tell you. On the point, I agree. It does seem that there is a vested federal interest as well though. I believe there should also be a federal level certification process so that this type of situation does not arise.
