There's plenty of evidence from the 1970's that his mind collapsed long before that.
Go back and read transcripts of the 1976 debates, or see if they are on Youtube. He seemed like an intelligent, moderate politician, but now we it know it was an act, and he was very good at it.
These days it's obvious that he hates Jews and doesn't even attempt to hide it.

President Carter also wanted to thank those Iraian Students for protecting our embassy staff for over a year from being on the dangerous streets of their home towns.
