SAN FRANCISCO (Reuters) -- California will not pay tax refunds for individuals and business that overpaid 2008 taxes, in order to conserve dwindling cash for priority payments including school spending and debt repayment required by state law, the state's controller office said Friday.
Other state checks to be postponed for 30 days include payments for vendors who provide services and products to the state government and state checks to a million aged, blind and disabled Californians to cover rent and utilities bills, State Controller John Chiang's office said in a statement.

Part of the problem....illegal aliens family benefits, paying cash under the table, lowering of prevailing wages and the drain it causes on society. That’s not the only reason, but one they brought upon themselves by opening the floodgates! Hard to make a dollar when the next guy will do it for a dime. No paycheck no taxes paid nothing to claim.
California is reaping the whirlwind.

SAN FRANCISCO San Francisco yesterday began offering municipal identification cards to city residents, including illegal immigrants.
The cards, modeled after a program in New Haven, Conn., are available to anyone with photo identification, such as a passport, and evidence of residency, such as a recent utility bill.
The cards cannot be used to drive or buy alcohol. They are valid at libraries, banks, city health clinics and cultural institutions.
Supporters said the program will help people who have trouble getting government-issued IDs.
No revolution, this. It is a progression. The electorate is embracing socialism and clamoring for more.
Californians shouldn’t file their state tax returns then. Screw Sacramento!
Not to mention Arnold asking for Federal funds (our tax money) to help bail them out. This is twice in less than ten years!
