First his consorts in Congress must pass FOCA - which they will do. Then, he will sign it. Here's what it does:

The Freedom of Choice Act (FOCA) would nullify all state and federal laws that “interfere with” access to abortion before “viability” as determined by the abortion provider. It would overturn partial birth abortion bans, eliminate parental notification, and force taxpayers to fund abortion.

FOCA will invalidate all pro-life laws that the Supreme Court has upheld since Roe.

FOCA creates a fundamental right to abortion.
FOCA would repeal the Hyde Amendment, allowing unlimited federal funding for abortion.
FOCA would overturn all the commonsense restrictions that Missouri has in place.
FOCA would invalidate state and federal laws protecting women and health care providers, including:
Full disclosure to the patient (ultrasound of the baby, information about pain inflicted on the baby or possible complications to the mother).
Parental notification or consent for minors seeking abortion Waiting periods
Restrictions based on fetal viability allowing for abortion on demand through all nine months of pregnancy Protections for doctors and nurses who decline to commit or assist in an abortion Protections for religiously affiliated hospitals and public hospitals that do not perform abortions Exclusions for abortion coverage from health care plans of federal employees.

FOCA won’t pass, and, if it does, it will be tied up in the courts for years (it’s vague and unconstitutional in about 5 different ways) ... long enough to get a new Congress to repeal it.

If they go that far - as far as FOCA goes - then considering most Americans (i.e. 82% favor at least some kind of restrictions) are to the right of current abortion policy any RINO running in '10 who refuses to touch the abortion issue is a fool.
