I think the job should go to the low bidder, but I also think if there are no enforceable rules about illegal labor and sub contractors not providing insurance and befits and proof of citizen ship. Then we should let china bid on the jobs and save some money.

Counters prior executive order. Which begs the question: Where in the constitution is this power granted to the executive? Sign a paper and voila! law of the land!...until the next president takes office. What BS.
The movie "The Ten Commandments" comes to mind as the the pharoh (played brilliantly by Yule Brenner) would intone: "Let it be written! Let it be done!
