SPRINGFIELD, Ill. - An Illinois House panel overwhelmingly approved legislation Wednesday that would allow residents to carry concealed handguns or other weapons in public. Illinois and Wisconsin are the only two states in the country that do not allow concealed carry. The House Agriculture and Conservation Committee advanced two versions of the legislation by an 11-1 vote. One version would require the Illinois State Police to issue the concealed carry permits; the other would task county sherrifs with issuing permits. Both bills would require permit applicants to be "law-abiding citizens" and to complete a training course in handgun use, safety, marksmanship and laws pertaining to firearm use. "It's high time Illinois join the overwhelming majority" of states that allow concealed carry, said Todd Vandermyde, legislative liaison for the National Rifle Association. "Forty-eight other states can't be wrong." Vandermyde said carrying a handgun is critical for self-defense. "If I don't have the ability to have a firearm on my side, I don't have a fighting chance," he said. Opponents, however, said more access to guns creates only more risk of death and injury and that concealed weapons do not lower crime rates. Chris Boyster, downstate director for the Illinois Council Against Handgun Violence, said that Missouri is a concealed carry state but that crime rates in St. Louis have worsened since the law went into effect. "Crime has not gone down in the city of St. Louis; in fact, it continues to increase," Boyster said. "Concealed carry did not deter crime rates to go down. ... In fact, one year, I believe (St. Louis) was ranked as the murder capitol of the United States."

Dunkins amendment states that any person who owns a firearm in this State shall maintain a policy of liability insurance in the amount of at least $1,000,000 specifically covering any damages resulting from negligent or willful acts involving the use of such firearm while it is owned by such person.(/snip)

Hussein Obama will see to it that federal legislation overrides state laws on CCW or makes a CCW virtually worthless within city limits.Except the president doesn't get to write legislation, and it would be political suicide for your elected representative from your CHL-issuing state to vote for such a bill. We're more likely to see Federal CHL reciprocity passed than to see CHL restrictions passed, even though Obama has said in the past he will "push" for a Federal CCW ban.
I will be pleasantly surprised if this passes. However,...Now, now. Don't get too excited.
Back in 96 and 97 'we' were a only couple votes short in the IL Senate of Concealed Carry passing and it becoming law. THEN in 98 when George Ryan was elected ('r'), it was thought to be a *sure thing* with him behind it. However, he cut a deal with Richie Daley (King-Chi) for backing on some Pork Bills and effectively killed C.C. 'forever'.
an aside, I never liked Ryan, thought he was a slime bag and NEVER voted for him - even though he had that 'R' after his name. And no one was happier than ME when he was sent off to Federal Prison.

All they need to do is make the permit invalid within 1000 ft of schools, airports, gov’t buildings etc. A “reasonable” limitation.
Thought by whom? Given that Ryan had run ads attacking Mr. Poshard (his opponent) for supporting concealed carry, how could any reasonable person have believed Ryan to be anything other than the anti-gun politician he actually was?
A Deputy told me it has a good chance of passing in Illinois this year. Many county sheriffs are supporting the bill. I hope they are right. I’ll be one of the first to apply if it does.
