Is there any college or university in North America that does not have Saudi students? I have read that some universities have so many Arab on student visas that they are organized and force their issues onto the others. Who pays the large out-of-state tuitions?

The Saudi government or some variation of it.
Recently two college administrators from Maine flew to Saudi Arabia to discuss a joint venture. The entire tab was picked up by their government or some related entity.
