The Oakland Hills is affluent, Oakland proper is about 40% poor blacks. Unless it’s changed significantly Asians outnumber Hispanics. Judging by the bystanders in the video, and the cars parked on the street in the Google street views, I'd expect this area is in the "poor blacks" category.
