The words seem to be used interchangeably but is there a technical difference?

The words seem to be used interchangeably but is there a technical difference?The main different is its purpose. Dikes can have no water associated with them (old castle protections). Or irrigation dikes contain water, they don't "protect" from water.
Levees always are meant to keep large bodies of water (Ocean, lakes, rivers, etc) from flooding areas of population or valuable agriculture.
