Sen. Arlen Specter (R-PA) has introduced legislation calling for a 20% across the board flat-tax. His office touts that the policy would replace the 17,000 page IRS code with a simple "postcard that could be completed in 15 minutes." What would the tax rate be without Porkulus, which was passed because of who's vote? Anyone, anyone? That's right, Specter.
