We can’t prove a negative. What mtnwmn said coincides with my memory as well.

It’s kind of like Obama changing from promising to create millions jobs to saving or creating millions of jobs. Nobody can quantify how many jobs are “saved.” But I would bet Obama and his gang will make that claim.
