I think Lieutenant was a non-government pawn who was expendable.
IMO, he was involved because he was a peddler on the street with the passport information and credit cards. I think he may have had something to do with the foreign money (”cash cards”) that may have come from overseas and stateside “donors” into Obama’s campaign in August and September.
Everyone else involved in/with the State Department break-in seems to be in government, or a contractor, and can be leveraged if they want to keep their careers, and/or family, safe.
IMO, the only break we can expect to get on this care is if INTERPOL, or if one of the players in the break-in, leak something that is picked up by an unsuspecting LEO or reporter who dares to proceed further on it.
