Don’t take them alive. Problem solved.

Hang them from the yardarm, or have them shot out of hand. This is how pirates were dealt with and eliminated in the past. No need to depart from proven methods in this case.

How about... making an announcement that they will be fired upon and sunk on sight. And then follow that up with appropriate actions. I think that will cut down on the activity significantly.
