I have a friend whose daughter has a 103 fever, and she hasn’t taken her to the doctor.

That's crazy! 103 fever is a medical emergency, swine flu or not! Talk some sense to your friend.

A temp of 103 is NOT a medical emergency.
It warrants some tylenol and a call to the pediatrician.
