Is Jenkins doing doublespeak?

Obama plans on plenty of doublespeak in his speech. One part of his speech:

............."Let's honor the conscience of those who disagree with abortion, and draft a sensible conscience clause, and make sure that all of our health care policies are grounded in clear ethics and sound science, as well as respect for the equality of women." .............

He is of course speaking about the conscience clause that he threatened to rescind in late February of this year. Obama Plans to Rescind Healthcare 'Conscience Clause'

The Obama administration announced Friday (Feb. 27) plans to rescind regulations that allow healthcare workers to abstain from performing medical procedures they object to on moral grounds.

The Bush administration authored the rule shortly before leaving office last December, primarily to shield those with religious or moral opposition to abortion. It said healthcare workers cannot be discriminated against for refusing to participate in objectionable procedures, and facilities that did not accommodate employees with objections could lose federal funding..............
