That is EASY....CUT GOVERNMENT UNTIL THE CITIZENS CAN AFFORD IT.
And lower Taxes so Govt. gets more Revenue.

Cut social,educational and health benefits to non-citzens non-residents. The state I used to love has gone broke giving away benefits at the expense of the taxpayer.
