What the heck is an alloy air car?

An automobile that is made of metal alloys, and, given the Motor Law reference, runs on air?

Use your imagination when listening to this great song, brother! Cars are apparently illegal in this futuristic song. The freedom-loving nephew is apparently being chased by authorities operating a wide hovercraft (crafted of alloy) too wide to cross the single-lane bridge needed to return to the safety of his uncle's farm. The drums sound fantastic in this classic Rush tune.
