At least where I went to college, a yearbook photo was strongly encouraged, but not mandatory (as it seems to be in grade school and high school). I know a number of people who did not pose for a yearbook photo.
A yearbook photo is a quick, easy, cheap way to verify that someone attended a college. I wouldn't rule out attendance/matriculation if the photo wasn't there: one other option is to consult a degree verification service, and you will have to pay for that.
