I don't see where he is being humorous at all. MJ always wore the surgical mask, and it was in no way a “wise move” due to Mad Cow disease. Steyn’s “joke”, if it was one, lacked one thing.... a punch line.

The fact that mad cow is not transmitted by air is the essence of the joke. Steyn is very much aware of this fact. That’s what makes it funny.
