No, but it is a +2 vote swing towards the environuts.
Inhofe seems sure that the Dems only have around 35 “yes” votes.

I believe it is still dead because I just do not see all of the moderate democrats voting for it. Also, the dems already had a 60 vote majority because of senators like Snowe and Collins.
