Evidently, it’s not in Massachusetts. And car insurance is mandatory in most states. I guess they figure this is the same thing.

Such a law is clearly unconstitutional. Better budget for it. So they raise taxes by $1,000, then give a $1,000 "refund" to the good little boys and girls who sign on.
