Nothing new. In a previous job, Mrs WBill was given a stack of resumes and told to give preference to "qualified minorities".

Crass humor aside, how can you tell from a resume what color a person is?

My incredibly intelligent wife's solution? Keep the resumes that she wanted, and call the rest "Unqualified". Ironically enough, she wound up hiring someone who was a minority (but didn't have a "minority-like name"). Amazing what will happen when you take PC out of the system.

I sent an email to BAnderson@northlittlerock.ar.gov and received the following response:

This e-mail is in response to your e-mail that you forwarded to our City’s Web Master. The statement, “The City Of North Little Rock is seeking qualified black and female applicants” is required to be placed on all City of North Little Rock Job Announcements due to a Federal Law Suit. The City of North Little Rock is under a Federal Consent Decree that was mandated by the United States Justice Department.

This statement does not exclude other applicants from applying; however we are court ordered to place it on all Job Announcements. The City of North Little Rock strongly encourages all applicants to apply. Thank you for your inquiry and if you have any questions please feel free to contact me at (501) 975-8855.

Not racially.

African American is a description of a race in the employment context, not a where you were born.

It doesn’t mean that they are only seeking blacks and women to apply, simply that they are willing to hire blacks and women and they are encouraging them to apply. I have no problem with this sort of outreach affirmative action that encourages minorities to apply, so long as it’s not a front for a quota system at the back end.

Have you ever watched “Parking Wars” on A&E? (I may have confused the network.) Your theory is amazingly accurate with regards to the impound lot. In addition, they are amazingly incompetent and seem to be proud of it. I am generally flabbergasted that they don’t see their own incompetence that is on display for the world to see.

LOL. That HR person has already figured out they have no intention of hiring you. And not because of your race, but because you likely ooze “I will be a pita”. At least your above comments point me in that direction. Sorry to be so blunt.

Seems that way doesn’t it. When I was a working person, white older female, whenever I was laid-off, fired, or quit, would always discover my position had been filled by young blacks. This also happened to me as an election official; for some reason I was no longer needed and when going to the voting precinct, black faces again. Employers can cover their tracks really well on this issue and also have good lawyers to protect themselves against racial discrimination cases. As a white person, could not claim racial discrimination because of not being a minority. My working days ended with a bitter taste in my mouth because my work experience was no longer a consideration for employment. :(

Do you really have trouble with the distinction between a racial classification and a place of birth?

I do when one of the words is "African". There are whites, blacks, and Arabic people who have roots on the African continent which go back hundreds of years. Not sure how a place becomes a race, but then I only speak English.

Don't even get me started on how Spanish-speaking descendants of Europeans and Central-American Natives get to be a "racial group" separate from English-speaking descendents of Europeans and North American Natives...

Fractionation of the populace by using relatively meaningless categories to pit one group against the other is the aim, and it is wildly successful at keeping people at each other's throats instead of reserving their animosity for the Government which is screwing them all.

As for being a PITA, I am a consultant, and have a good reputation for calling them as I see them. If that means being a PITA, so be it. It is what I get paid for.

Our constitution and bill of rights already guarantee equal opportunity under the law. What it does not guarantee is equal outcomes. It is not the federal government’s role to provide jobs,homes and health care to every citizen.

The pursuit of happiness(and jobs) are open to all who work hard and develop their skills. It is not the federal government’s role to dictate much of anything to the states that are not set out in the constitution.

That is my point. It is not a company or government’s job to see to it that every citizen reads about their job openings. It is the responsibility of the job seeker to SEEK out a job and qualify for said job.

This is not what is happening though. What is happening(according to other posters familiar with these laws) is that companies and states are fined by the federal government if they do not have enough black and female applications filled out for the job opening.

That doesn’t strike you as nanny state insanity? How can a company be expected to determine who fills out an application? They can’t go out in the streets and drag folks in...lol. It is not an ‘outreach program’...it is a federal law with fines involved. When are we going to get back to personal responsibility in this country?

Isn’t it the responsibility of the job seeker to SEEK out gainful employment and to be qualified for said job?

Just like the number of states which still have separate requirements under the Voting Rights Act, renewed for 25 YEARS by Bush. So those few states still cannot do anything regards voting eligibility without the OK from the Fed. So a law established in 1965 to combat voter discrimination, over 40 years later they are still basically calling those states racist and saying they cannot be trusted to not discriminate, to the point of renewing that allegation for another 25 years.
