It's not (just) the food they're trying to take control of, it's the countryside with all of its military advantage. Whoever controls the country (farmland), and to a lesser extent, the back country (wilderness) controls the nation.
It's not about "food safety", it's about rural cleansing.
Think Warsaw. Herd the undesirables into concentrated areas where they can be controlled and disposed of.
I used to think that 1984 might be possible in 2030 or so, now I think 2010 isn't so far-fetched.
