"The centre can take necessary approaches including punishment to educate the teenager, as long as the approaches will not abuse the child or impair his health." This is just my layman's opinion, but I suspect that beating him to death might fall a little outside the scope of this guideline.

By the way, if anyone needs a good book to read (related subject) I recommend Escape from China, written by one of the Tianamen Sq student leaders who was on Chicoms 21 most wanted list. Well written, and pulls no punches.
