I would have to say that they cured him pretty good, his time on the net is now zero. In this country the lawsuits would be flying, public outrage might shut the clinics down, and the people running the program would pay dearly. In China who knows, officials can be quietly executed or given a slap on the wrist. True justice is often scarce everywhere in the world but in China it seems pretty iffy.
In China, extremely rare executions of public officials for corruption are trumpeted to the heavens, whereas the far more common slap on the wrist is the quiet norm. The central government can't really go overboard - most successful Chinese revolutions have been led by disgruntled government officials.
