Why doesn’t this group of doctors start their own co-op and charge the patients a flat fee that covers ALL services? Nobody is stopping them.

If they have a large medicaid / medicare patient base then maybe it would increase their income, But more and more Doctors are not accepting these anymore. The cost of fileing the claims is killing them, and like you said meidicade and medicare pays about 40% of what they would normally get. My Father-in-Law is a Doctor, and he is so much against the Obama plan his head is about to explode.
How is it that someone like a US Senator can NOT do the same! If they can't be bothered to READ a BILL how can they vote on it?

We have a few of those kind of doctors around here, we call them quacks.
Just goes to show that a person can be smart and successful in some aspects of life, yet still be a moron in other regards.
Their big problem is the illegal population. They run up millions in bills. They pay nothing. Medicare at least pays something.

But the state medicaid program was redesigned several years ago to expand the number of people it (we) could afford to cover. The foundation of the plan is rationing.
Now if rationing isn't enough to curl your teeth, an industry of HMO type groups has sprang up to absorb the state medicaid money. These groups contract with the state to provide the primary care physician services, and they are paid a more or less flat rate per signed up patient. It's easy enough to see the profit in a scheme such as this comes by NOT providing care. And they don't provide care very well indeed.
When 0bama says co-ops, I think that's what he means.
I don't believe it's an exact model for the 0bama/non/care proposal. It, rather, will have all of those elements and more.
Theyhave already explained that these co-ops would be funded and run by the government, overseen by a board appointed by the President.
Thats not a co-op by any stretch of the definition.

Wow - makes you wonder why the Founding Fathers even bothered to write a Constitution.
According to this doctor’s interpretation, the federal government can do pretty much whatever it wants, so why did the founders limit the federal government with enumerated powers?

I’m thinking that’s a ‘doctor’ I wouldn’t want treating my ingrown toenail.
S/he has no sense that the ‘dictionary’ (no doubt online) of today does not convey the meaning of the words so carefully chosen by the Founders in crafting the Constitution. “Doc” probably thinks the last decade of the 1900’s was the beginning of the homosexual era.
And s/he represents what our ‘doctors’ of the future will be .. kinda like that gal Roxana at Sheila Jackson Lee’s townhall: “I’m not really a doctor, but I play one on tv (or at townhalls)”
God help us all ... I am soooooooooo happy to be on the far end of this life and pray for what will be left for my children.
