Much of what is wrong with this country can be attributed to the work of Edward Moore "Ted" Kennedy. He "reformed" immigration -- and changed the face of America. He "reformed" health care -- and brought forth the HMO. He "reformed" public education -- and drove it even further into the toilet.
His is a biography of failed policies. Alas, the old voluptuary could never "reform" himself...
