I don’t know if I believe we’re being told the whole story. possibly these two children have congenital deformities or other issues with their “parts”. I have a hard time believing these kids are being operated on just because they come home and say mum I feel like I’m not who I am and want a sex change. that said, if the latter is the case, then the parents are responsible, and they need to be in custody.

If that were the case (which it may not be at all, there is nothing to suggest it is), would you want it announced to the school, and the whole wide world? These children will never have normal lives, thanks to their parents.

If the child is having sex reassignment at this late age, the school should carefully inform the other students about this. It probably won't save this poor child from years of ridicule, but most students won't freak out if told about it in a rational way.

The big question here is why the child would be having this surgery at this late age? If it's a real medical condition, then there's malpractice. If it's a parental decision that their kid is gay, then it's child abuse.
