They have the GPS co-ordinates for every front door in the United States.

Addressing the leftover questions, correcting obvious errors, entering missing data, locating and/or identifying places that couldn't be found or where access was restricted or prohibited, tracking down hard to locate living quarters, etc.

All of the prep work is NOT a "one-step" procedure. There are numerous phases before the actual count next year. I don't know if this guy was part of what is called the "Group Quarters" operation, but that is one phase that the USCB is doing right now. This phase does NOT use any devices to enter GPS data.
