The next line puts it in perspective..

Note: Reducing risk when these funds are generally risk averse is to get them to buy even more U.S. Treasury securities.

So the idea is to say they're at risk and require them to buy treasuries...

I am actively looking for a home for 3 million investment, capital before it is levered. Today, I will not choose the US of A as the prospects of success are too limited. I see a negative market as long as this marxist is in power. Too much instability.

Thus I am looking to Brazil....

The federal govt should offer certain investors, namely those receiving Social Security and IRA’s, a special account paying the 10 year treasury bond yield, but with annual liquidity.
