Who or what state mandated it? Because I had heard that it was not fully tested because a govenor had mandated it and so lots of tests were not done. ,p> from msnbc
AUSTIN, Texas - Bypassing the Legislature altogether, Republican Gov. Rick Perry issued an order Friday making Texas the first state to require that schoolgirls get vaccinated against the sexually transmitted virus that causes cervical cancer.
So it apears that Perry did mandate it therefore it did not get fully tested.

Nothing in your MSNBC article even remotely implies that Gardasil was somehow "not fully tested." Gardasil was approved by the FDA in 2006. This Perry brouhaha happened in September 2008. Stop making wild-eyed accusations, please.
